Harley Street partners with Baker Street to deliver resilience and crisis response exercise

Businesses across Harley Street and Baker Street took part in a multi-scenario tabletop exercise designed to test resilience and crisis response during a complex incident involving both an IT outage and a nearby protest.

Organised by the BID in partnership with Baker Street Quarter Partnership (BSQP) and delivered by West End Security Group, the scenario began with the loss of access to email, calendars and shared drives, later escalating to include disruption to CCTV and corporate websites. Set against a backdrop of fictional geopolitical tensions and spontaneous protests, participants were asked to assess how they would maintain communication, manage visitors, operate without digital systems, and support staff while continuing to operate in a degraded state.

The exercise highlighted the importance of strong offline capabilities. Key learning points included keeping printed copies of Business Continuity Plans and contact lists, developing communication channels that are not reliant on cyber systems, maintaining clear decision-making records, and ensuring staff are supported and well informed during incidents.
Common vulnerabilities identified included heavy reliance on digital systems, limited emergency communication options beyond platforms such as WhatsApp, a lack of mass notification tools, and the digital-only storage of critical information.

The session, observed by Simon Brooker of West End Security Group, saw excellent engagement and provided valuable insight into strengthening communication, command and control, and response management. Recommendations included reviewing Business Continuity Plans to better address IT outages, maintaining hard-copy records, and establishing alternative communication methods to improve organisational resilience.
